[Izuku gets bullied. He's small and pretty weak in comparison to the people around him, and once the rest of the kids realized he was quirkless, well that just added another layer of why they'd bully him.
The only person he has to protect him is Shouto and he's always a little embarrassed about it, even if he does appreciate Shouto stepping in for him. He's not always there and Izuku has a tendency of stepping in where he doesn't need to, getting beaten up in place of another kid.
